Stiff outboard steering pivot tube

Hi,

I have a 1999 Evinrude 90HP 4-stroke that has a stiff steering tube. The steering cable works fine with it disconnected from the engine, and with it disconnected the motor is hard to move left and right by hand. I know 100% the problem is not in the tilt tube. I've tried all the tricks I have found on the internet to get it to loosen up without disassembly but nothing has worked. I do not have the ability to pull the engine apart to do the job myself, and it's not worth the $3000 the boat shop wants to fix it. Since it is not totally seized up, I was thinking about installing hydraulic steering to help overcome the force required to turn the engine with the steering wheel. This engine runs perfectly so I really don't want to get rid of it. Has anyone had experience with doing a "fix" like this? I know it's not the ideal way to get around the problem, but I also need to do this the most cost effective way. Thanks in advance.
 
two things that could be of use to free the engine...kano kroil (with a syringe) and a torch...

I would start with the kroil and give if a few days...once it starts to free things, keep turning the engine and apply more kroil to the joint. Some of the outboards have seals so introducing the kroil could pose its own challenges...

if that doesn't pan out, using a torch to heat the bushing is a known approach to freeing things up...unfortunately, it can demolish seals and paint if not used carefully...and even then the damage can't be totally avoided...
