Stern Drive wonbt go up or down

"I have a 1979 OMC 800 stern drive, was working fine then put down now won't go up or down. Solinoids started to click checked and are fine. Next took lift motor and tested on work bench, worked fine. Charged up battery and it still won't move. Please Help."

i don't think it's electrical i hooked up lift motor without bolting to housing and it will spin when i bolt back up to housing nothing.
