Steering won't Steer

The steering on my 2000 johnson(J50plssm) appears to be stuck. The engine sat for two years and is now running, howeve that won't do me much good if I cant steer the boat. I have greased all of the fittings and even bumped the steering arm a few times but to no avail.

Any Suggestions?
 
Assuming you have cable steering. Disconnect the cable from the engine and see if the engine turns freely. If it does, it is time to replace the steering cable. Chances are the cable is stuck in the tilt tube of the engine.

Purchase a complete steering kit with a new helm. The cable alone cost close to the complete kit.

Next, if the cable needs to be removed, see if there is enough room on the starboard side of the engine to remove the cable. If not you may need to unbolt the engine from the transom and turn it slightly. You will need something to support the engine.

After you remove the cable look on the cable case for the teleflex part number.
