steering problem

I have a 2000 Marada bow rider with a mercruiser engine. Steering wheel will not turn in either direction removed shear pin that connects to stern and stern moves freely when I remove the other shear pin that connects to the steering cable steering cable steering wheel still does not move. Does this mean steering cable should be replaced? How do I go about replacing cable?
 
I want to replace the steering wheel on my 2000 marada sport II. I don't know the hub size. Do you know where I can look that up?
 
All steering parts should be equal to what you have. The steering wheel is keyed on a tapered shaft and held on with a nut.

The only issue may be the thru hole in dash/helm for the original as compared to a new steering assembly. Sometimes the helm mount is larger so the thru hole has to be enlarged. (Cable, helm mount, and rack and pinion or helical drive)

This can be a bit difficult to do depending on how it was installed by the boat MFG.
 
most all steering wheel makers (for the marine world) use the ABYC 3/4" tapered shaft standard...so compatability shouldn't be an issue if you get a marine wheel...
