Steering issue

Hey everyone my 1999 merc 115 has stiff steering, Ive pushed new grease through it, added penetrating oil and even tried to heat it to melt the old hardened grease at the bottom of the swivel bracket but i cant seem to get it to where it needs to be, Ive considered drilling and tapping another zerk fitting towards the bottom of the bracket to get more grease in but im not sure if this is the correct method. Any tips?

Assuming cable steering, did you disconnect the steering arm from the motor to verify if it is the cable that is stiff or the bracket swivel?
