"I have disconnected steering

"I have disconnected steering cabels and both cylinders work freely. With steering cabels disconnected, steering wheel still will not turn. Any ideas?"

Does the OD turn by hand?

Rack and pinion jammed w/either piece broken; cables frozen.

od does turn by hand sterring cable slides in the brass houseing leaving disconnected stering wheel wont buge

Get a new helm,+ cable combo,+ replace the Whole thing..."
