"I have twin 454s with almost 1,000 hrs (1988 models). Two seasons ago I replaced the risers and elbows, plus removed and had the heat exchangers and oil coolers boiled out and rebuilt by a radiator shop.

The engines still seem to run fine (other than oil leakage somewhere), and cool but I note some steam from the exhaust while running at 3,000 RPM. I never noticed this until last season, but cannot be sure it was not there all along.

Is some steam from the exhaust normal?"
 
It's a bit hard to imagine

It's a bit hard to imagine mixing 1400 deg exhaust with water and not get at least some steam. You will get some steam at cruise power. A lot of steam usually means raw water flow is impared.
