Starting shift position...Serial#C195585 Model # 4W75A...1975 Johnson 4hp

Hey folks first timer here...It seems that I have a very hard time to find the starting shift position, I say that because when I place the shift lever in what appears to be the START position and pull the cord the prop still turns, it hasn't always done that any ideas for a fix or a work around

Oh my,
That's a non-shift engine...That's the throttle control. Pull and go, reverse is spin it 180 to go backwards. Very basic, reliable outboard.
