starting problems 1996 40hp Marinier outboard

I recently purchased a 1996 40 HP Marinier outboard. I have taken it to the service shop and had a tune up. The mechanic says the motor fine. However, when I try starting a "cold" engine, it takes several minutes of cranking. After the engine has run, it will restart instantly. But the longer it sets, the harder it is to restart. Does anyone have any insight?

Outline YOUR starting procedure in detail.----------You may be missing something.-------------If you keep doing a lot of cranking you WILL RUIN THE STARTER.----They are not cheap.
