Starting issues. Brand new starter just spins ????

This is a 2004 Johnson 115 . Went boating last weekend and my boat wouldn't start the starter just spun. It's done this in the past it would spin and I would turn the Key back over and it would start right up. This time no dice. Bought a new starter and selinoid put it in and it's doing the same thing?? Doesn't sound like it's engaging the flywheel. I'm sure if it does it would start?? Really could use some help here thanks.
 
That usually is caused by low voltage. Low voltage could be because of a bad battery, but more often is caused by corroded battery cable connections to the battery. Don't just look at them and say they are ok. Take them apart and scrape/wire brush/clean everything shiny bright and reassemble tightly. As for the battery, have it load tested. Lots of places will do it for free.

If the battery is known good and fully charged and the electric starter is known to be good, in every case that I've experienced, the problem was caused by either a slightly loose cable OR (and most often) cables that were tight but dirty. While you have them off for cleaning the end terminals, also clean thoroughly the components they attach to.
 
Well after all y'alls help I was scratching my head because I did all the things in your advice previous to my outreach for help. So anyhow I went over everything again polished everything again, charged my battery and had 13.27 volts on her today. One thing I didn't do which I overlooked was reconnect the tilt trim switch on the side cover. Duh I really didn't think it would have had to be connected to run the ignition system. Anyway she's turning over great now THANKS FOR ALL THE HELP!!!! Until next time.
