I never actually started this motor. I was told it had a bad starter, so I got it rebuilt and redid all the wiring. Now im having problems. To make things easier, I took a video of it.
During two different occasions, it actually cranked briefly but then stopped and would do what is happening in the video. Also, I sometimes have to manually turn the gear then try starting it, otherwise nothing happens.

wiring should be all good because i replaced the harness.

the thing i just dont get is the starter works great while being tested out of the motor. but while its in it, it does that. its getting 12 volts to the starter..."

Check the earth (grounding/negative) connection, on powerhead and starter motor, and are the volts at12.2 when it does actually crank the flywheel?

Also check that the starter is turning the right direction as they can be rebuilt to run the opposite way. This usually causes the starter gear to "flyout" but retracts straight away."

"Better still, test jump the starter directly. Clamp the negative jumper cable to some metal on the starter, then touch the hot terminal with the positive lead. If that doesn't do it, the starter is shot.

PS: You DO have a ground wire from the starter to the block? My Merc 650 starter is mounted in rubber and needs a separate ground wire."

I found that if i turn the gear manually to a specific spot, it will do what happens in the video. otherwise nothing. and yes, i do have a ground wire hooked up seperate.

should i talk to the guy who rebuilt it? or just order a new one and go from there.
The last time i brought i back to him saying it wasnt working, but everytime he tried it, it worked for him. i dont know if the starter just cant handle the load or something. idk.

edit: i looked at the starters on this site, and the one it says is for mine, doesnt look like my starter..."
 
Take it back to the rebuilder

Take it back to the rebuilder and tell them there may be a dead spot on the commutator.
