Starter ?

Hi everyone, new here site looks very good,I have a 25hp Johnson 1992, the starter turns but the wheel wont pop up to engage to the flywheel, is it the solenoid, or is the starter faulty ?

Thankyou racer one, very helpful the battery was shot , got new battery started right up, thankyou for your help.
