Starter won't spin

Ive got the starter for a 25 mercury that will not activate and spin. I just shined up the armature the brushes are nice big and clean there's no solenoid it's attached straight to the battery and does not spin over. Battery's charged enough to spin a starter over I checked that. When I checked the actual starter for. 12v I was testing the positive stud not the wire. I can't get this one to activate though. Who's got a clue?

Must have gotten the brushes in wrong, with the spring missing. On the older starters (not sure if yours is similar) I use a thin piece of sheet metal with a 'U' cut out of it (where the shaft goes) to get them back together.

No i know its all together perfect I had the bendix off, I was able to slide the center and top on after the bottom was on. :/ I was seeing if anyone knew about something that fails on them often
 
Those starters are ultra simple !!--------About the only thing that goes wrong is the armature gets overheated from prolonged cranking or a broken wire somewhere.----Nothing to them at all.
