Starter Test

Having starter problems on my 2000 40 hp merc. I'm not good at diagnosing electric problems, so any help would be appreciated. My starter spins but not fast enough to engage the flywheel. I've cleaned the contacts & battery posts and tried 3 different fully charged batteries. Shorting it across the solenoid doesn't make a difference. I pulled the starter, put it in a vice, grounded it to the negative terminal of a battery, then connected a remote starter between the positive bat post and the bat post on the starter. Without engaging the starter, a multitester shows 12+ volts on the starter terminal and on the grounded case of the starter. Pressing the starter button causes it to spin, but too slowly to raise the gear to engage. A multitester on the bat terminal of the engaged starter shows about 3-5 volts while spinning, and the tester on the grounded case shows 9-10 volts while spinning. I don't know if this proved anything, but any thoughts would be welcome. Thanks in advance.
