Starter question

Hey folks. I am new here. First post…
i just bought a mid 90's custom craft with a mid 90's 110hp Johnson on it. I took it on its first trip to the lake and during the trip, it stopped cranking.
When I turn the key over, the starter will spin, but the gear will not pop up to engage the flywheel. If I manually engage the gear to the flywheel and then try it, it will not spin the motor over. I checked everything with a volt meter and it all checks out at 12v. Am I right in thinking that the starter is just too weak to turn over fast enough to engage or turn the motor over or should I be looking at something else? It is a brand new battery by the way.
 
Yes. On a full charge it still does the same thing. It worked fine when I put the battery in it, and the first couple of days at the lake. I will say though, that the battery was weak that morning. It had been drained over night for some reason, however I have since charged it fully and it still does the same thing.

By the way… I looked and it is a 1990 motor, not mid 90s.

what is the voltage measured between the block and the starter post while trying to turn the motor?
 
OK, problem solved. I started digging more. I missed something. I had looked over all of the wiring, but I went back through it all and found a loose ground. I tightened it, and then took off the positive leads to the starter and cleaned them and put them back on and BAM!!! It worked. Thanks for the responses guys.
