Starter problem on 066 twin engines, Ignition switches?

Working on a friends boat, he has 2 Yamaha 066 outboard engines, It sat for a few months while he worked on replacing corroded gas tanks dual.
He tried to crank engine and only the starboard engine would try to crank, Charged up batteries, still just can hear the solenoid barely clicking? the port side engine would not crank at all. no solenoid clicking, as if no voltage. I took out the square panel switch assembly, there are 2 ignition switches side by side and the safety switch is in the middle below.
There are 2 cable connectors marked Red for starboard switch and green for port side. There is also a black molded module that is approx 2 1/2 x 3". I believe this is part of the alarm and buzzer circuit? not sure on this, I tried unplugging the connector red and swapping with the green one to see if the port side would crank, it then clicked at the solenoid as if the battery was dead. So I swapped them back and now the side that had worked will not crank, I also tried jumping batteries, still no cranking. now only the side that didn't work clicks.
any help would be appreciated. I told him to replace the terminal blocks where the batteries are and clean corrosion on battery, Would a bad ignition switch be to blame or the black module? I also tried swapping the wires going from the module, again only the side that did not crank makes the sound, as if the battery was dead.
