Starter problem 84 XP150

Hello everyone. I am new to the forum. I am from Cusseta AL near Opelika AL. I have a problem with my starter. All it will do is spin. The bendix wont kick out and engage the fly wheel. I have put a new starter on it. I know the battery is good, it is brand new and also had jumper cables on it to make sure it wasnt an available current issue. I have disconnected the VRO, in the owners manual it shows a plug to disconnect but I cant find that plug and there is no wire coming out of the oil/fuel pump. Any ideas why this thing wont engage the flywheel? It will only spin and not move up.
 
Yeah, as far as I know it is. I can touch the starter with jumper cables and it turns the motor with no problems. When hooked to the battery in the boat it just spins and doesnt engage. Its a brand new battery, 690 CCA. I am thinking that the cables to the starter is not getting good connection. I am going to clean everything well and see if that helps.
 
As far as I know it does. I will have to look and see. Hadnt thought about it being hooked up backwards. Will it spin backwards if you out the cables on wrong? I thought it would just burn things up that way.
 
Is the bendix stuck you may need to try to pry it up gently would not be the first to be bad. Your vro does not have wires coming out of it especially if it is original. You also do not have the plug as it is to early of a model that came later. To plug the vro put a hose over the nipple and put a bolt in the other end with a hose clamp both ends.
 
it the starter operates properly with jumper wires then you have a voltage drop in the positive feed or bad grounding...
