The gear that engages the flywheel continues to spin after the engine has started and disengaged. Thinking wiring The engine is a 1998 Honda 9.9

Could be the wiring.or sticking solenoid ( magnetic switch )----------Obviously 12 volts is being applied to the circuit somewhere.-----------------Key switch / starter button ?? ---recent work done on this motor?---------------How have you stopped it in the past, hopefully not by disconnecting the battery while the engine is running.
