How should I clean the rust off this starter housing and armature?

What does an ohmmeter show from commutator to the shaft ??-----The rust is a problem if it interferes with the turning of the armature.-----A bit of rust does not interfere with magnetic fields as such.----Is this starter weak / not cranking properly ?
