2 different problems.

For the engine:
Remove the park plugs try to crank it over.
Still clicking try jumping the starter.
Finally the drive itself can be locking up the engine.
Below is directions for removing the lower or the whole drive as a whole....
For just dropping the lower:
Have a table or a large cooler or chair ready on the port side.
on a trailer lower the bow as far as it will go, and raise the drive 1/2 the way up.
Remove the very top bolts, and the exhaust and the lower will come down. place it on the table and tie it to the swim platform. be careful of the cable don't pull on it plenty of play in the cable.
remove the 4 bolts facing u in the upper drive from the bottom and the whole waterpump and shaft will come out. you could raise the drive a little more to make it easy, i sit on a milk crate when i pull the pump.
If all you want to do is replace the water pump impeller or check the shafts, then this is what i recommend.
If you wish you remove the whole drive for say ball gears:
Lower the drive completely.
Place a flat piece of wood under the skeg crank the bow of the boat up till the skeg touchs the wood.
Remove the rubber bumpers and mark them so they go back on exactly the way they came off.
Remove the trunnion covers mark them as well.
Now have someone else crank the bow up another inch or 2 and the whole drive will be loose, spin it port side to access the ball gears.
Do not pull on the cable you can tie the drive to the swim platform or cleat.
I recommend you buy a seloc # 3400 manual.
