Starter and jackshaft replacement 2001 115HP

Are there any special tools (timing light?) needed to replace the starter jackshaft? I haven't pulled the flywheel cover yet, but the starter spins and the engine doesn't. I'm an auto/truck tech with limited outboard experience - trying to help out a friend.

Just remove the cover and replace the intermediate shaft. No special tools needed.
