starter and flywheel won't mesh

I have a 1980 70hp Evinrude model E70ELCSA. The starter and flywheel teeth won't mesh together, I just replaced the starter and same thing. The teeth just barely touch (tooth end to tooth end).

I've spent about 3 - 4 hours looking up part numbers for the flywheel, but I don't see any numbers on mine anywhere. When I got the motor there was no starter on it at all and the one the guy gave me wasn't even close, the bolt holes didn't line up at all.

Could he possibly have put the wrong flywheel on it too?

.----------Order the correct starter from a reputable dealer-------------Take the motor there as well , they can tell at a glance if the flywheel is the proper one.
