start position on my 1985 20hp johnson

Where is recommended that the tiller handle be at start-up if tuned properly?Since there is no manual choke can I assume twisted all the way so butterfly stays closed?

??-----If rope start you need to use the primer pump on the front of the motor.-----Handle is rotated against nuetral stop.----Ignore throttle butterfly position !
