stainless bolts stuck due to electrolises

so i have an 86 evinrude trying to change impeller and all of the lower bolts r stuck dont want to break them or the threads does anyone have a solution
 
A propane torch and patience...as you heat the aluminum surrounding the bolts, it will expand and eventually the bolt will come free...do not exert any great force...do not heat the bolt itself....just continue to heat the aluminum and the bolt will loosen...take your time!....if you snap the bolt the do-do level will increase and you will be in deep do-do.
 
problem is i can not heat the sides of lower unit without burning the paint off. So it comes down to either I snap,tap,and drill or burn the paint off
 
Obviously you have not tried to use a propane torch on this job.------------Go ahead use the torch carefully and you WILL NOT BURN ANY PAINT !!!!------------Heat while holding tension on the wrench.
 
I've got removing broken bolts down. I have a left handed drill bit that goes straight into an easy out but did not want to go that rout. It's not my boat just happened to start working on it but its out. I have heard that to prevent that use antiseize with nickel in it has any1 heard that
