Squeeze ball is soft

I have a 2000 lund with a 60 HP merc Today I tried to start it in the garage before we went out tomorrow, and it't won't start. Battery is fully charged, the gas tank is full it has been sitting in a garage all winter. I have been shown that on the forward/reverse shift lever, If I push the button at the bottom of the lever and force the handle all the way forward, it chokes the motor and it always started. Before I did this, there are 2 squeeze balls one between the gas tank and the glass reservoir mounted to the back of the boat. Then there is another squeeze ball between the reservoir and the motor. The squeeze ball between the reservoir and the motor is hard, but the other from the tank is not no matter how many time I squeeze it. The motor turns over great but won't catch, I have problem, can anyone help, I have paid for a big weekend
