My 1967 Evinrude 9.5 doesn't seem to want to wake up from its hibernation. I drained the gas, etc., last fall. I've got fresh gas. Gas spurts from the hose when I pump it. It does start and run for 1 - 2 seconds when I spray starter fluid into the carb. So I know I've got spark, etc.. But I can't for the life of me to get it to go longer, with or without choke. What else can a semi-dummy like me try?
 
Test the QUALITY of the spark.----Good spark will jump a gap of 1/4" or more with ease.------Remove drain plug from carburetor bowl and spray some carb cleaner in there.
 
While you have that plug out of the float bowl, pump your primer bulb and see if you get any fuel out of it.

So if I took out the drain plug, and nothing came out, does that mean the float valve is stuck shut? I sprayed in the carb cleaner in there, but nothing has changed. I know there is gas to the engine because I can see it at the end of the hose from the gas tank. But when I pump it when it's connected to the motor, I can't pump any after the first 10 or so squeezes; like the line is full. Shall I just give the carb cleaner some time to soak and work? Get another kind? (the old can I had doesn't say anyhing specifically about freeing float valves.) Is there a particular kind that you recommend?
