Spray and wheezing from carb!!!

I have a 5 hp Gamefisher motor that i recently bought. It had some missing pieces from the carb so i bought a new one. I mounted it today and tried to start it up. The few times i got it to start it idled very fast and cut back off quickly. Also when i'm trying to start it there is a wheezing sound from the carb and what looks like exhaust fumes coming out by the choke plate. Any help would be much appreciated!
 
Pull the carb and check the reeds.If the carb was missing? It's possible the reeds were damaged? Do a compression test.
 
Would the reeds also cause it to idle real fast no matter where the throttle is set? Even at low throttle it starts to runs faster than most engines.
 
If it's running,the comp is probably good.Where is the air screw set? Should be set at 1 turn out for inital adjustment.Check the screw for any grooves or scoring.Go to iboats it's another repair forum. They have a small outboard section that is pretty good.
 
I adjusted the screw to 1- 1.5 turns out and had more success than before but it still will idle high then settles down a little and will randomly rev up to full throttle without me touching the throttle handle. Does this mean i probably have an air leak somewhere?
