Sparks are flying! 1985 Evinrude

Hi all,

1985 Evinrude 70hp E70TLCOS. I’ve never encountered an issue like this before. When I put the throttle all the way forward, I notice sparks are coming off of the linkage for the high speed timing advance stop screw and some smoke generating nearby. This only seems to happen when the engine is turned off with the key in the on or off position. Any idea what could be causing this?
This is especially alarming bc occasionally I have some fuel leaking out of the lower carburetor when I prime the fuel bulb so I’m very concerned that this could create a fire hazard. This is a new to me engine that runs great otherwise but since I have this fuel leakage issue my next step also is to rebuild the carbs as the motor sat for 3 years prior to me acquiring it.
I assume the electrical issue is not normal however and it doesn’t seem to impact the engine’s operation even when running at full throttle. Thanks for any guidance!
