spark on 1 cylinder

I have a 1978 70hp johnson and only getting spark on the lower cylinder. It is a 3 cylinder. Coils and power pack are new and still does the same thing. Tried a new used power pack same thing. I did recently do a complete upper rebuild on it. I'm about done throwing money and time into it but since I've made it this far might as well keep going. Any help or suggestions would be greatly appreciated.

Have you checked your timer base and sensor assy. ??

I have looked at it and found nothing out of the ordinary. Not sure how to test it or adjust it if possible

There's a procedure in the factory service manual for testing it.
