False alarm! The relay was not defective after all. The connector on the New after-market lift/tilt motor was wired incorrectly. You know what they say about assuming something. After installing the new motor, all it wanted to do was raise, not lower, when the toggle switch was activated either up or down. With the help of several schematics and Ricardo's excellent explanation about how the system works, I knew my wiring had to be spot on. So, I looked at how the new motor's connector was wired and discovered the mistake. As a mechanic, this isn't the first time that I've been tripped up by a "new part". Thanks guys for all your help.
