Sounds like a fuel pump

I just got a 2001 Evinrude 15 HP Rope Start (E15RV4SIC). I took it out and it ran fine for about 15 minutes. Then it started cutting out like it was starving for fuel and it got progressively worse until it will only idle while under load. Do you think it is the fuel pump?

The manual fuel pump is right there on the hose.----Does it make a difference when it is operated when it starts cutting out.
