some one please help

i have a 1984 or 1985 yamaha 25 two stroke motor. (in neutral) I rev up the gas, I let go throttle, when the motor slows down to almost idle, big clunking (metal hitting metal) on top of motor occurs. doesn't stop until motor is at idle speed again. why is this happening?

Sounds like the pull start is engaging

Do not rev up any motor past 1500 rpm in neutral

the id badge on the boat is torn off. i don't know the model number. bought the motor on craiglist. thanks for the advice, going to work on motor again first thing in the morning. i will adjust the shift cable.
