Sneezing question

"With the help of this board my motor is running great. It's not really a problem, but when I tilt the motor up when the tide is low the motor begins to sneeze and if I lower the tilt it stops. Is this normal? I redid the carbs with the kits and was wondering if I didn't adjust the floats just right. 1990, 150 hp, johnson
