snapped bolts

I have a 1968 evinrude 40 hp. I've been working on it here and there for about 1 1/2 months. I was makeing sure there were no plugged water "channels" when I removed the cover over the pistons. 4 of the bolts snapped off. Any Ideas about the best way to re-thread the holes to replace the bolts? Would self tapping bolts do the trick? Thanks
