Small Fuel Lines

Hello,
On my 2002 Islandia with a 240 Mercury coupled to a jet drive, there is a very small fuel line, probably about 3/16 OD, that connects to three 1/8" barbed connections on the starboard side then loops over the top and connects to two more 1/8" barbed connections on the port side. Looks like the throttle body / intake area. The lowest connection on the starboard side has a tee and the line continues another 8" or so and just dangles in the bilge leaking fuel. On the port side there's one more barbed connection at the bottom of the throttle body thats not connected to anything. Both these open connections have fuel leaking from them.
Also on the starboard side there are 2 additional 1/8" connections that are not linked together, rather have their own 5" lines connecting them back into the block. Can someone please explain the function of this small fuel line and where all the connection points should be?
BTW, I got it back from the rebuilder like this! I left a message but haven't heard back yet...

Yeah, it is your engine bleeds. They take unused fuel from the cylinders and run it back through the intake port. They need to be connected, which it sounds as if they are not. It also sounds as if they were the old ones that were not replaced and are rotted out. Tell your rebuilder to fix this problem ASAP. Not hearing from him is probably a sign that he is not interested in it since he has your money.
