slow rotation

My starboard Chrysler 1988 360 rotates very slowly. I have done the following: battery cables replaced, starter rebuild and bench tested after rebuild, starter solenoid replaced, with all plugs removed (still rotates slowly). I did have a bad raiser. This was replaced and water removed from oil. Port engine rotates like a charm with the same battery configuration.
 
After reading your discription, and assuming all is right with the starter and wiring, it's time to haul the engine up and out of the hull. Slow rotation can be caused by the wrist pins being seized to the pistons or corrosion between the bearings and the crank. I am leaning more towards a wrist pin. There is no way to repair this with out removing the engine.
 
Or you are using an old school bendix style starter motor.
These are direct drive, and don't have the advantage of gear reduction that today's starter motors do.

Try installing an application correct HTGR/PMGR starter motor.

Hate to repeat myself, I have pulled engines that cranked slow like yours is doing after water sat in the cylinders to find the wrist pins bound up in the pistons.
