What kind of shim do i need fo

What kind of shim do i need for my tilt gear case cover? is that why it wont go back on the whole way? It is an OMC 400 outdrive.

"cover should go right on. check to see that the c ring is in its groove. clutch is spring loaded, and if ring popped out of groove in shaft,could cause clearance problems."
