shifting problems 77 evinrude

I have a 1977 evinrude 25hp the problem is that I can go across a lake fine shut the motor off put it in neutral and shut it off when I start it back up and put it in forward it will only go in reverse(with the shifter in forward position) so then I put it in neutral position and it still is locked up in reverse then after going in reverse for awhile I try to get it into forward and sometimes it goes and sometimes not any ideas?
 
First thing first. Check the gear oil in the lower unit. Is it OK? Then remove the oval inspection plate from the side of the midsection and watch the shift rod inside as you move the shifter lever (twirl the prop as you move the shifter). When the shifter moves, the rod must move up and down, with no looseness or delay. That test will isolate the problem between above that point or below. Then proceed with removing the powerhead to repair upper linkage problem, or go into the lower unit to repair the lower problem. If there was no oil when you checked, or full of water, well there ya go.

Thank you so much for your reply I will check this stuff out tonight also last night I realized a bolt that was showing to need tighting down about a quarter inch. its on top of the motor that holds that plastic safety mechanism down so you cant start it in gear could this be my problem also?

ok so I checked the lower unit fluid and no water was in there so I took the oval side plate off shifted and twirled the prop at same time the rod was tight and went up and down but I was hearing a double click sometimes when I shifted it in forward or reverse then THE PROP ACTUALLY SPUN FREELY IN NUETRAL it never did that before. then I hit reverse again and now its stuck there again and suggestions would be greatly appreciated.....could that plastic safety device on top be striped?
