Shifting problem

Have a chaparrel 236 Ssi with Volvo dual prop out drive. Is stuck in forward gear and I cannot move shift lever into nuetral. Is it likely a cable problem or?
 
Remove the shift mechanism (the eccentric piston housing), and take a look inside.

If the shift shoe is OK, then it's likely (but rather rare) that the sliding sleeve has become lodged into the gear cup.

I'd isolate the cable and drive to see which one is the culprit. Disconnect the cable end at the drive and see if it moves. If it does, oh oh, the drive.
 
Suggestion with several caveats:

After eliminating the actual shift unit itself, the shift cable, the shift linkage, and after eliminating the shift shoe...... if the sliding sleeve is indeed stuck in the FWD driving gear cup, you may gently try this.... but only with great care and thought given to it!

Place a piece of rubber over the trailing edge of one of the FWD propeller blades.
Remove all gear slack in the forward propulsion direction.... and hold it there!
Gently shock the this blade in the FWD propulsion direction with a soft rubber mallet.
If the sleeve is not stuck too badly, the vertical shaft splines (working in a releasing direction) may (key word "may") shock the sleeve loose from the gear cup.

Another possible thing to try may be a strap wrench around the hub of the FWD propeller, and then try to rotate this prop in the FWD direction.

Now.... if that works, it gets you out of one scenario only..... so you'll still want to find out why the sleeve became stuck in the first place!
