I have a 1965 75hp evinrude st

I have a 1965 75hp evinrude starflite model#75583S with electric shift.My shift box is a johnson single lever control.I started the engine up for the first time this spring and although it was in nuetral when it started the prop was spinning.When I would shift into forward or reverse it would stall right away.I disconnected the blue and green wires at the back of the engine and started it up and the prop was still spinning.What could be the problem?Thank you.

"Out of the water, running on a flushette, the propeller will turn due to the slight friction within the lower unit, BUT that movement can be stopped with the slightest bit of resistance.

If, however, the prop actually appears to be engaged in gear, as JWB states in not so many words..... that may indicate a lower unit problem.
