shifter pivot set up

I have a 1958 Johnson 18HP outboard with rogue lower unit. Everything lines up except the pivot mechanism in the cap of the gear case. Most, if not all, that i have looked at shows a Philipps head screw/pin that secures the shift lever for pivoting the shift yoke and cradle.
Mine does not. Rather there is "tray" that holds a small dowel through the shift yoke to provide the pivot point.

My question is what year is this lower unit? I am trying to get parts to rebuild the no "screw one".
