Shift Shaft - Please Help

I have limited experience with marine engines, but considerable experience with vehicle internal combustion engines. I have a 2009 Mercury F25ELPT 4-stroke SN: OR299646 Manufactured Feb, 2009. The gearcase was disassembled to weld a broken skeg. This process was accomplished with a Miller TIG setup for aluminum. Before disassembly, everything worked fine. Upon reassembly the shift linkage moves properly, but I have no forward or reverse. I think the shift shaft isn't installed properly. Can anyone tell me the procedure for installing the shift shaft on this motor?
 
Can you see if the shifter (handle & rod) is connected w/the vertical shift rod? There is a cam (in the LU) on the bottom of the vertical rod that has to be engaged.
 
I dropped the lower unit and verified that the cam is not the problem. I was studying the parts list and noticed that the steel ball (item 24) in the Exploded view of the water pump, propeller shaft and driveshaft assemblies - 25/30 hp (526cc) Models was missing. I can only assume the welder dropped it when he removed all the parts for welding on the new skeg. I have double checked that it isn't in the housing and have ordered a new one. Could this be my problem?

Thanks for all the input. You guys are great! I'm pretty much at a standstill until the new steel ball gets here (It is out of stock, but I was told it should ship within 7 - 10 days). Thanks again. I'll let you know how this comes out.
