75hp mariner with a mercury sh

75hp mariner with a mercury shifter. Single lever with lock button and a nuetral button on the pivot. There is a run/off switch on the lower right with a plastic guard over it?????? There is also a plug on the top of the left side and I am wondering if this is for a safety shut off lanyard ?????? Thanks
