Shift Lever Start Position

Hey folks first timer here...It seems that I have a very hard time to find the starting shift position, I say that because when I place the shift lever in what appears to be the START position and pull the cord the prop still turns, it hasn't always done that any ideas for a fix or a work around
 
Please post the model # from your motor.. This is very helpful to know exactly what we're discussing.

I assume you have a tiller style engine. The START position on the throttle has nothing to do with the gear position. This START on the handle is only to give you a slight amount of throttle when starting a cold engine. You should have a separate lever for selecting F-N-R on the gear case.

Does the engine start while the prop is turning? If it's a late model engine the pull start should have a spring-loaded detent that catches a tooth and prevents the starter gear from engaging the flywheel when the lower unit is in gear. If that detent is missing you need to find the correct parts and install them.

Install a new water pump impeller.-----Change gear oil.------Run with 50:1 oil mix.-----Does spark jump a gap of 1/4" or more on a test device?
 
Post a picture of this motor.-----Maybe it has the wrong ID plate.-----Is the recoil mounted on the side of the engine block ?
