Setting timing on Mercruiser 90 (Renault)?

This is almost ready to run, but I'm not sure how to set the ignition timing.

Can see some marks on the flywheel/rotor through an opening in the housing. But the Manual (#1) is not very clear on what should line up with what. Which mark? Where with respect to the opening?

Is anybody familiar with this?
