Setting Points Timing 1975 9.9Hp Evinrude

I am attempting to replace and set my points gap on my motor and I am wondering if there may be a problem. In the attached photo I have set one of the points rocker arm, exactly at the "set" mark on the cam. I have then carefully replaced the flywheel, making sure I didn't move the cam. When I do this, shouldn't the the timing mark #1 on the flywheel be between or at least close to the protrusion mark #2 on my timing plate. Currently my throttle position is full on with the motor in forward. If I back off the throttle the marks move away from each other with the protrusion mark #2 moving away behind the air silencer. I haven't connected up my multimeter yet because it seems to me that the marks are way off. The mark to the left of mark #1 is the the mark for an electric start. Mine is a rope start, model #10524C.

Am I missing something here? Does this look right?

Sometimes the manuals can over complicate things. Set the points as follows.

Set the points as follows. Have the flywheel key aligned with the fiber rubbing portion of the ignition points. Adjust the gap so that a .020 gauge will pass thru but a .022 will not. Should there be any question of the points being dirty (touching the contact with your finger would cause them to be dirty), clean them with a small brush and acetone or lacquer thinner.

NOTE: Should the operating cam have a small portion on it with the word "SET" imprinted, align this portion with the fiber rubbing portion instead of the flywheel key.
 
Thanks Joe. I wanted to set them with a multimeter for more accurate timing. I was told the 0.020" gap was just getting the motor in the ball park. In any event, shouldn't those timing marks be aligned when the fiber rubbing portion is at the "set" position on the cam?
