On my 4W69b in what position should the throttle handle be when I try setting the timing and .020 point gap? There's no neutral on this motor.

Throttle position DOES NOT matter.--------Set the points at maxinum opening of 0.020 on the cam.--------Now , you can research about using the timing marks on the magneto plate and flywheel to set them perfectly.-----Many folks scoff at using the factory approved method.

Thanks racer one. Are the special timing fixture tool available to the public? Also what's a decent compression psi for this engine?

The timing fixture would be real handy for sure I have my 1982 4hp evinrude running in the barrel right now. I still have to tweak the points for the timing marks. My motor has two single marks on the flywheel and one set on the plate you want the flywheel mark to be inbetween the two marks on the plate. It is pretty amazing how much .002 gap makes on the timing marks. Set them at exactly .020 and check the marks. A smaller gap advances the timing and wider will retard the timing. Flywheel mark on the left of the two marks is too far advanced increase point gap to bring it back toward the two marks..

The timing fixture is nothing but a " dummy flywheel "----------So you can use the flywheel you have to set the timing.--------The fixture is a shop time saver.----Time should not be a concern if you are trying to do the best job possible for yourself.-------Just google -----timing universal magneto----and lots of into will pop up for you.
