Setting carb float

I just rebuilt my carb for the first time.Now when I pump the bulb fuel pumps out of the vent and throat of carb.Wmk37-1 carb on my 82 merc 40 hp .I've been reading others posts and something was mentioned about setting the float height or needle? I'm not really sure. Thanks Wayne
 
Adjust the float by bending the small metal tab holding against the needle valve in place until the the float is level w/the bottom of the carb base.
 
And bench test it in a vise to be sure it's not leaking before putting it back on. If it does, lower the float level 1/16 " at a time until it behaves.

Just put a straight edge on top of ears and bend the primary lever underneath. The secondary lever drops ~8 mm IIRC. The float has a pen spring on top of it. Is that broken?

You are sure that the fuel pump diaphragm is not ripped, either? Maybe it only looks like the carb is dumping gas.
