Serial Number G3306194 ID

Trying to help a friend ID his motor.
This motor does not have an idle needle valve. It has an extra air bleed orifice on the carbs.

was sold as a 98 175 but I cannot find any parts listings that show this engine without a idle needle valve.

Serial number on exhaust hump casting plug is G3306194.

Anyone ever seen this?
