Ser# 3458984 mercury 7.5 with thunderbolt ignition not starting

I have a 3458984 mercury 7.5 kicker motor shows to be early 70s
It will not fire up (have spark) unless its wide open throttle
What i have done so far..
Cleaned carb replaced internal screen,all jets and passage ways clear ,fuel pump in full working order

Points cleaned and good and set back to 0.20
Coils replaced new spark plugs.

Any help would be greatly appreciated because im stuck

Try checking spark at all throttle positions. Should get a good strong 3/8" white/blue spark. Also do a compression test with both plugs out and 5 or 6 strong pulls. You got a compression gauge, or can you borrow one?
